Private-Public Partnerships at Work: Improving Infrastructure in Mead, CO

Thanks to a private-public partnership between the Town of Mead, Broe Real Estate Group, Vaulter Real Estate & Investment, and Weld County, in partnership with the Colorado Department of Transportation (CDOT), Mead, Colorado, is making strides in infrastructure development with the groundbreaking of High Plains Boulevard. This north-south connection will provide a critical new route and reshape local mobility and economic opportunity for local residents, workforce, and both current and future business owners. While creating new opportunities, the project also provides an example of how private-public partnerships can help reshape the future of a community.

The projects can span from infrastructure improvements to constructing new buildings, creating programs, and more. The High Plains Blvd Project in Mead

The High Plains Boulevard project is a testament and example of this approach in action. A joint effort between the Town of Mead, Broe Real Estate Group, Vaulter Real Estate & Investment, Weld County, and CDOT, this project reflects a shared commitment to building smarter infrastructure for a growing region.

High Plains Boulevard is more than just a road. It represents a strategic investment in Mead’s future, providing improved access for residents, businesses, and emergency services alike. Spanning from Weld County Road 32 to Weld County Road 36, the project will include two vehicle lanes, designated bike lanes, and a 10-foot-wide detached sidewalk to create safe, accessible transportation options for motorists, cyclists, and pedestrians. 

Mayor Colleen Whitlow emphasized the significance of the project stating, “High Plains Boulevard will not only provide an alternative route to I-25 but will also catalyze economic development, job creation, and improved regional mobility.”

A groundbreaking ceremony for the project was held on June 12, 2025. With multiple partners invested in the project and the success of Mead, High Plains Blvd will serve as an example of how different entities can come together to make an impact on the future, and economic success, of their community.
